Step 5: Locate ‘Owner’ section at top and click ‘Change Link’. In ‘From this location’ field, make sure it is the name of computer. Click the locations button to change if is not.

Step 6: In ‘Enter the object name to select’ field, enter Administrators and click ‘Check Names’. It should auto-fill the path for Administrators group. Now, click ‘Ok’ button

Step 7: Check ‘Replace owner on sub containers and objects’ and click ‘Apply > Ok’ button to save the changes.

Step 8: Some folders can’t be deleted regardless of owner. So, what I found works better is to simply rename NGC folder to something else. Once the folder is renamed, create a new folder and named NGC

Step 9: Close all of Windows and reboot. Once restart, check if the issue is resolved.
