Step 3: Select the boxes next to the same of those users for whom you want to enable a particular service like Microsoft Forms
Step 4: Once all required users are selected, click on Manage product licenses and select the licenses and Apps tab and expand ‘Apps’ option

Method 2: Turn ON Microsoft Forms for all account in organization
Step 1: Open your browser and login into your Microsoft Azure account using your organization admin credentials
Step 2: Select ‘Azure Active Directory’ from left pane and select ‘Enterprise Applications’ and from dropdown, select ‘Microsoft Applications > Search for Microsoft Forms’ and select it
Step 3: One same search field, type Office Hive and select that and click ‘Properties’. And under ‘Enabled for users to sign-in?’ option, select Yes to confirm and then save the changes. Once done, check if the issue is resolved.
Method 3: Deselect and select Microsoft Forms
Step 1: Open ‘Microsoft Forms’ and deselect the box next to it and hit ‘Save Changes’
Step 2: Now, select it again and click ‘Save Changes’, and once finished, check if it works for you.
